If you’re planning on making it good 3D, good luck, you need some pretty expensive software or insane technical knowledge. If 2D is ok, or if you are willing to use isometric views, or poor quality 3D, try a program called Game Maker:
I’ve used it, and it actually makes making games enjoyable.
