Mobsters why are they fighting with 185 people?

100 Humvee, 185 RPG Launcher, 85 S.W.A.T. APC, 1 Body Armor, 184 Bullet Proof Vest

That’s using 185 mobsters, but I have a mobster group of 318 people. WHy on earth is this happening? I have 318 mobsters but only using 185 of each thing (i have wayy more than 185 of each thing bought and am sick of the upkeep if it is not being used)
Btw im lvl 37
